The development of Songdo International Business District is being carried out by Gale International and POSCO E&C. The city’s master plan was designed by the New York office of Con Pederson Fox (KPF). The development, manpower, and development of infrastructure are mainly through private financing.

Originally, Incheon was located in the southern part of Incheon Metropolitan City and the northern part of Siheung-si, Gyeonggi-do, and its center was in the southern part of Michuhol-gu (formerly Bunae-myeon, Incheon Dohobu), where Incheon Dohobu was located.
